“Refusing Illusion of Agrarian Reform and Pro-Investment Policy of Jokowi-JK”
National Peasant Day (HTN), which commemorated every September 24th, is also the birthday of Basic Agrarian Law (UUPA) No. 5 of 1960. It is also a moment of peasants resurgence all over Indonesia, such was determined in Presidential Decree No. 169 of 1963. UUPA mandated realization of social justice and prosperity for all Indonesian people through agrarian reform implementation, which primary program was providing land and other supporting programs for peasants. However the mandate has not yet been implemented. Up until today, peasants livelihood has not improved. Poverty in rural area keeps spreading because inequality in land control and ownership is more prominent.
Jokowi-JK started their regime by promising agrarian reform implementation contained in Nawa Cita and RPJMN 2015-2019. They are interpreted into two schemes, which are land redistribution and assets legalization with 9 million hectares of land as the target for peasants. The scheme actually is proceeding previous regimes practices which tended to open land market (market-led land reform). Approaching two years of Jokowi-JK regime, an institution to implement agrarian reform led directly by president has not yet been established. It shows that this regime does not intend to implement genuine agrarian reform.
The deterioration is worsen by various economical and political policies that contradict agrarian reform ideals. Jokowi-JK regime keeps proceeding with pro-investment, con-people policies, which preserve inequality and injustice problems that fall upon people. The policies for examples are: land acquisition policy for infrastructure, plantation, mining, forestry and reclamation needs; food import; economical policy package volume I-XIII; Law of Tax Amnesty; and Presidential Decree on Development Acceleration to Implement Projects of National Strategy.
The above situation adds fuel to agrarian conflicts escalation at various sectors in various area which ended on repressive and criminalization acts against people who struggling for their rights. Throughout 2004-2015, there were 1,772 agrarian conflicts on 6,942,381 hectares of land upon 1,085,817 households as the victims recorded. As the result of apparatus (police/army/PP municipal police) and corporations’ security repressive acts against people who are struggling for their rights, 1,673 peasants/fishermen/indigenous people were arrested, 757 were injured/persecuted, 149 were shot and 90 died (KPA, 2015).
Seeing as the promises are far from reality, and witnessing that various peasants problems still exist without any resolution, KNPA stated its position by carried out a series of rally as HTN commemoration in various regions (attached), and they will be closed by a big rally for 2016 HTN commemoration on Tuesday, September 27 in front of the State Palace, Jakarta. The peak of HTN will have 10,000 mass participating, which will consist of peasant, laborers, fishermen, indigenous people, women, and urban poor organizations, and also activists/NGOs who will come from West Java, Banten, Central Java, East Java and Jakarta.
Thus the release is delivered. In a strong country, peasant should be sovereign. Lets strengthen people movement unity, and happy National Peasant Day to all peasants all over Indonesia.
