Training on Agrarian Resource Center (ARC) PDF Print E-mail
 

KPA Resource Center (RC) is a unit in KPA organization structure. Its function is to manage data (collecting, managing, and delivering). Data managed are data related to agrarian conflict, access, control and ownership of agrarian resources, agrarian policy and other documents in agrarian field.

Untung Saputra as National RC-KPA stated that ARC Training which was held on April 18th 2009 was framed in the goal to increase the capacity of database manager (RC-KPA) in regional level. Beside it, this training was also aimed to optimize the cooperation mechanism as an information network for agrarian reform movement, both in national or regional level, and set RC-KPA as a major information basis for agrarian reform movement in regional level,.

The training involved four KPA in Regional level, i.e.; North Sumatera, Bengkulu, East Java, and South Sulawesi. The participants were the coordinators of KPA in four regional level, whom will be doing a transformation of database officer in each region.

He also added that RC has a vital role in the efforts to strengthen advocating and campaign work in Agrarian Reform. Its role is vital with the support of updated data from RC-KPA tabulation result. So it can be assured that in the future, the pattern of Agrarian Reform struggle will be firmed and in line with the target.

The Key Facilitator in the training was Idham “Bothghel” Arsyad and the key speakers of the training were; Usep Setiawan - KPA General Secretary (delivering Agrarian Reform Movement and RC sections),  Daeng Salamudin – a researcher of IGJ (delivering Participatory Research on Agrarian Resources section), Untung Saputra – RC KPA manager (delivering a Review on RC KPA Effectiveness section) and Kent (delivering the operation of RC-KPA section).

Daeng explained in his section that we can do a spatial research based on a specific local or region, e.g. specific sub district, district, island, or even specific village (if we have the structure).  Data resources; District, Sub district in Numbers, government agencies, primary data. The methods are; Multi sectors FGD (Participatory), investigation (primary and secondary), primary data sampling (questionnaires).

Daeng also added in his explanation that a Genuine Agrarian Reform to achieve equality in control to land, need the data of; The width of land, the use of land, land status i.e.; rent, property, collateral. Market assurance offered by the government; market value, price in the market, market competition.

All the participants were so enthusiastic with this ARC Training, they understand the importance of completing and up-dating Agrarian Reform database. Those are important to generate a strategy to prevail the advocating process and massively campaigning to the people and the government. Munasir Huda as the coordinator of KPA Region – East Java stated these in the training discussion.

Finally, on 9.30 pm this one day ARC Training was officially closed. The result of this training was a collective understanding on the importance of Agrarian Reform Database along with agrarian reform movement in Indonesia.
